På Regionalt utvecklingscentrum, RUC, bedrivs en verksamhet för uppdragsutbildningar riktad mot andra länder. Vi har bland annat kontrakt sedan ett par år tillbaka med Guangdongprovinsen i Kina. Guangdong Civil Servant Public Administration Program ger tjänstemän på olika nivåer utbildning i PM (Public Management).

Governance and management training at Stockholm University
Stockholm University conducts tailor-made governance and management training programs for international professionals in the government sector.
The generous welfare systems in Sweden and the country’s extensive environmental protections are frequently held up as international models. Sweden is also well-known for having an open and efficient public administration and for exports such as the ombudsman institution. All of this has made Sweden a popular destination for leaders in the public sector from countries around the world aiming to further develop their own administrations. Stockholm University can offer foreign civil servants a range of tailor-made training programs in each of the areas for which Sweden is renowned.
Stockholm University is uniquely placed to provide such training. We are Sweden's largest university and a leader in research in a broad range of fields, including climate and the environment, comparative welfare studies, political science, and public administration. The lush campus is located in the world’s first capital national park, yet it is only ten minutes away from downtown Stockholm. Students enjoy access to most national political and administrative institutions as well as to the rich cultural life of the capital.

Governance and management training – introduction and vision
Our programs typically contain three elements: theory, application, and culture. The programs are constructed with an awareness of the challenges of translating European experiences into radically different cultural contexts, and space for reflection and discussion is built in to the curriculum.
Theory: Lectures by leading experts in the relevant field. Only an institution like Stockholm University can provide the desired breadth and depth in research-based teaching.
Application: Multiple study-visits to relevant government institutions and conversations with practitioners. As the capital university, Stockholm University is uniquely placed to provide easy access to central government agencies as well as numerous regional and local governing bodies.
Culture: Broadens the mind, opens the heart. The location of Stockholm University also allows us to arrange stimulating cultural activities beyond the curriculum to motivate the whole person.
We are conscious of the issue of whether European experiences can be “translated” to entirely different circumstances and cultures. We therefore build in space for reflection and discussion about lessons learned and how to make the best use of them. No more than the Anglo-Saxon model or Continental European institutional structures is the Swedish approach to e.g. public administration one to simply imitate. Rather, we present Swedish successes and shortcomings as instructive case studies, the understanding of which will make for better informed reforms and practices in the client’s home country.
PAT – Public Administration Training
The aim of the Public Administration Training (PAT) program is to help enhance the performance of our customers' organizations as service-oriented, open, and efficient government institutions.
Introduction and vision
The Public Administration Training (PAT) program is an elaboration of an existing set of courses at the Department of Political Science, through which foreign-born academics are introduced to the Swedish system of government and public administration (PA). This core has been adapted and expanded in close consultation with our first client – the Guangdong Personnel Department.
Our aim with this course is to help enhance the performance of our customers’ organizations as service-oriented, open, and efficient government institutions. To this end, we introduce the participants to the Swedish model of government and public management, expose them to a number of “best practice” cases in Swedish public administration, and visit a large number of institutions on different levels of government and in the administration.
Cooperation with University of Oxford
Stockholm University now collaborates with University of Oxford in providing professional public administration training. This endeavor, between the Governance and Management Programmes at Stockholm University and Oxford’s Leadership Programs for China (LPfC), allows us to offer our clients the choice between one of three public management training program alternatives:
Sustainable Development Training
Sweden is a world leader in the arena of public and private sector environmental reform. Stockholm University has a prominent roll in the field of environmental studies in Sweden.
Sweden is also a leader when it comes to reforming the public and private sectors to reduce their negative impact on the environment. Stockholm University is a leader in research on this topic in Sweden.
We are cooperating with Stockholm Resilience Centre, a prominent new centre devoted especially to interdisciplinary research on sustainable development and ecologically friendly governance, and with the internationally renowned Stockholm Environment Institute to provide training on these topics.
The Scandinavian Welfare Model
Stockholm University is a world-leader in comparative welfare studies, and we collaborate with the Swedish Institute for Social Research (SOFI), the premier research centre in this area, to offer this training program. Our aim is to introduce basic philosophy, history, design, and application of the universalistic Swedish welfare state and allow the participants to discuss the potential transferability of its discrete elements to the client’s home country.

Training Facilities
Stockholm University has fully equipped classrooms, lecture halls and well as our conference centre, Aula Magna, which is equipped for simultaneous translation and where the Nobel Prize winners official lecturers are held.
Furthermore, the University is situated in the middle of the first national city park in the world and is characterized by natural beauty, unique architecture and contemporary art and sculpture. The University is located only ten minutes from the urban buzz of the city with people, music, fashion, architecture, culture.

Dr. Levin holds an M.A. in political science and a Ph.D. in international relations from the University of Southern California. He lectures on global governance, government, and public administration within the Governance and Management Training Programs as well as in international relations at the Department of Economic History.
