The lecture examines the opportunity costs of technological underuse: why they matter, and how legislation can provide a solution while also becoming part of the problem. Focusing on EU law, Professor Pagallo will consider the economic, cultural and institutional drivers that may lead individuals and organisations not to use available technologies, or to use them below their potential. Particular attention will be given to shortcomings in the promotional dimension of regulation, including fragmented or incoherent rules, unsuitable sectoral principles, malfunctioning procedures, bureaucratic resistance and inertia, frequent legislative revision, misinformation and gaps in regulatory knowledge. The lecture will ultimately explore how technological underuse can affect the prosperity and well-being of European societies and constrain their future opportunities.
Ugo Pagallo is Professor of Jurisprudence at the University of Turin and a former lawyer. He is the author of fifteen monographs and around one hundred scholarly articles and book chapters. He has participated extensively in international research and policy initiatives, including high-level expert groups of the European Commission and the World Health Organization, and has contributed to the global debate on the legal and ethical dimensions of artificial intelligence and other emerging technologies.
