"Earning the top place among Scandinavian countries, and number 11 in our overall worldwide rankings, Sweden is a hub for innovation, inclusiveness and independent thought," the report says. "While providing a progressive and creative education, Sweden also boasts the number one ranking for study costs in Europe."

Survey of over 20,000 students

The 2019 rankings are based on a survey of over 20,000 students from around the world who shared their priorities and concerns when choosing where to study abroad. The top factors that students voiced were used as a quantitative metric, and data from various external industry reports were used to score and rank 61 countries.
