Anna Andersson is a doctoral student in law at the Norwegian Center for Human Rights, Faculty of Law, University of Oslo. Her dissertation deals with the norms of international law governing the use of force in police operations during armed conflict. She is also co-editor of the interdisciplinary anthology Fremmedkrigere: Førebygging, straffeforfølgning og rehabilitering i Skandinavia.
The armed conflicts in Syria and Iraq and the large number of so-called foreign fighters who have joined these conflicts have dominated the news in recent years. There is no doubt that violations of international humanitarian law are committed by several parties to these conflicts. As no international criminal court or tribunal currently has jurisdiction over these conflicts, the responsibility to combat impunity rests with the countries where the violations occur and the countries to which the perpetrators return or flee. This raises the question of what possibilities there are in Sweden to prosecute so-called foreign fighters and others for war crimes, terrorist crimes or other crimes. Andersson will discuss Scandinavian approaches to foreign fighters and focus in particular on Swedish experiences of prosecuting international law violations and war crimes.
