About Topic:
This presentation examines the legal nature, function, and contested aspects of the Red Notice within the framework of international criminal law. It explores how INTERPOL notices function as instruments of judicial cooperation between states, while drawing attention to the lack of procedural safeguards and the structural weaknesses of oversight mechanisms. The political misuse of Red Notices by certain states is addressed through illustrative cases. Accordingly, Articles 2 and 3 of INTERPOL’s Constitution are analyzed in light of relevant legal practices.
Bio:
Dr. Ahmet Çağrı Yılmaz obtained his law degree and subsequently completed a master's program in international law. He received his Ph.D. with thesis titled “Organized Crime in Criminal Law”. He began his professional career as a lawyer and later held the positions of legal counsel and chief legal counsel at Yeditepe University. He was later appointed as an Assistant Professor in the Department of Criminal Law and Criminal Procedure Law at Yeditepe University Faculty of Law, where he currently continues to serve as a faculty member. In addition, he is a certified mediator and conciliator.
