The conversation will focus on the refugee crisis in the Mediterranean: causes and solutions?
In 2014, more than 3,300 people died in the Mediterranean trying to reach Europe. So far this year, nearly 2,000 are estimated to have died. The first part of the conversation looks at the factual and legal background: why do refugees take to the sea? What does international law say? What rules apply? What can and should states do at sea?
The second part of the conversation is about what can be done: what legal responsibilities do states have to prevent more lives being lost at sea? What can the EU do? What is the impact on the perception of migration?
