Open access to publications (Open Access)

Ever since the beginning of Horizon 2020, there has been a requirement that peer-reviewed publications be published in Open Access (OA). For the time being, the requirement is restricted to peer-reviewed articles; OA publication of other material, such as books and conference proceedings is strongly encouraged.
The available methods for OA publication are OA GOLD and OA GREEN

Stockholm University offers support for open access publishing for example by funding article processing charges (APCs).

Open access to research data (Open Research Data)

In 2014, a pilot project called ”ORD Pilot” (ORD: Open Research Data) was initiated, expressing the ambition of the EU Commission to render also research data, i.e. the material generated by the research project, publicly accessible and in line with the FAIR principles. Stockholm university offers support on how to manage and publish FAIR research data.

What should be made openly accessible? 

The slogan is: ”as open as possible, as closed as necessary”
In the pilot project, researchers are expected to disclose the underlying datasets – both processed data and raw data – which have resulted in peer-reviewed publications. Although restricted to peer-reviewed publications, researchers are encouraged to make as much of their data openly accessible as possible.

Are all pillars of Horizon 2020 included in ORD Pilot?

For the time being, all Societal Challenges are included as well as other parts of Horizon 2020. Excluded from the ORD Pilot are: prizes, ERC, CO-FUND programs, those ERA-NETs which do not generate data and SME-instruments (phase 1).

Opt-in and Opt-out

The choice of opting in (or out) can be done at various stages of the application process, even at the time of submission. Opting in (or out) does not affect the evaluation of the proposal; read more in "Important documents and guidelines
The choice of opting in (or out) can also be made while signing the Grant Agreement (see point 29.3 in the Annotated Model Grant Agreement) or during the course of the project. In these cases, the research team needs to motivate why the research data could not be made openly accessible. Possible reasons include IPR (Intellectual Property Rights), confidentiality, national security or if rendering the research data accessible would constitute a deviation from the research objectives. Other legitimate reasons are described in detail in "Important documents and guidelines".
The financial costs associated with Open Research Data can be budgeted for, as a separate budget item.

Data Management Plan

Researchers that opt in and want to participate in the Open Data Pilot are required to submit a Data Management Plan (DMP). DMPs describe the ways in which the research team collects, deposits and preserves research data and how the data is made publicly accessible. DMPs are living documents which are updated during the project.  
The European Commission provides guidelines for how DMPs should be compiled. Other recommended tools include e.g. DMP Online or SND. Stockholm University Library provides additional support in the management of research data

Open Access & Open Data (ERC)

Research projects funded by the ERC are subject to additional requirements in terms of OA. In addition to peer-reviewed articles, even books, book chapters, conference proceedings need to be published with Open Access. 

ERC and Open Access Repositories

The published material needs to be made accessible in a publication repository. Observe that the researcher’s personal website, the website of the project or the Department’s website are not regarded as repositories in the relevant sense (see "Important documents and guidelines"). The ERC recommends the use of some specific repositories, in particular, Europe PubMed Central for Life Sciences, arXiv for Natural Sciences and Engineering and OAPEN Library for books, book chapters and other lengthy publications. Similar recommendations do not currently exist for the Humanities and Social Sciences. 

ERC and Open Data

Since 2017, all ERC projects, with the exception of ERC Proof of Concept, are included in the ORD Pilot by default. Researchers are free to opt out if they want to; no motivation is required (see document 3 in "Important dicuments and guidelines").
