The project Transformative capacity of spatial planning to achieve carbon neutrality: a study of local planning practices and cultures explores the role of spatial planning in the transition toward carbon neutrality as an interplay between institutional conditions (e.g., laws, regulations, formal institutions, etc.) and culturalized practices (norms, values, traditions, routines, actor networks, etc.), which together shape planning decisions, the processes between those decisions, and the projects that follow from them. To gain a nuanced and integrated understanding of what may need to be transformed in society, and how such transformation is planned for, the relationships between institutional conditions and culturalized practices must be examined across different scales (i.e., municipal, regional, and national). This allows for an assessment of the transformative capacity of spatial planning and the extent to which planning practices are changing as political objectives and ambitions for carbon neutrality have become more explicit than earlier sustainability objectives (for example, through formulations such as net-zero emissions). By identifying the culturalized practices in planning and examining their relationship to institutional conditions, the project can reveal how the prerequisites of planning practices, as well as the agency and responsibilities/mandate (rådighet) of different actors, are renegotiated in order to address carbon neutrality.
