Paul Lappalainen

About me

I am a Swedish and American jurist and have worked on discrimination and equality policy and enforcment in various capacities for many years. By way of example, I was the assistant secretary in "Count on Diversity!" (Räkna med mångfald! SOU 1997:174), head of the government inquiry "The Blue and Yellow Glass House: Structural Discrimination in Sweden" (Det blågula huset: strukturell diskriminering i Sverige SOU 2005:56) and an expert in "A Comprehensive Discrimination Legislation" (En sammanhållen diskrimineringslagstiftning SOU 2006:22). I have also been an advisor to UNESCO's European Coalition of Cities Against Racism and a senior advisor to the Swedish Equality Ombudsman. I am currently working on a PhD thesis - Achieving Equality in Sweden and the Key Roles of Access to Justice and Civil Society: A Comparative Analysis. Recently released: Country report Non-discrimination Sweden 2018 för the European network of legal experts in gender equality and non-discrimination.

I am a Swedish Expert for European Network of Experts in Gender Equality and Non-Discrimination, a board member for Local Unesco Collaboration Sweden, and for the International Commission of Jurists. I was Sweden's Deputy Member for the European Commission against Racism and Intolerance (ECRI).

Teaching

I teach in the obligatory course, Private Law C, as well as the upper-level elective courses, Equality Law as well as American and English Business Law.

The book that is to be the result of the project, Equality Law, volume 68 in the Scandinavian Studies in Law series, addresses equality from different perspectives. In total, over 15 researchers will contribute to the collection.

  • The Role of Civil Society Advocacy in Equality Law - Lessons for the Nordics

    Chapter

    This chapter is dedicated to the importance of civil society in addressing issues of inequality. Particularly, Lappalainen underscores the role of the civil society organisation, The Starting Line Group was instrumental in bringing about changes to not only the EU treaty but also to the content and actual adoption of the Racial Equality Directive. This involved legislative advocacy as well as mobilization, especially concerning civil society organisations representing the victims of discrimination. Noting the influence that a relatively small number of individuals had on the direction of EU law in addressing racial discrimination, Lappalainen reminds the reader that this approach, in spite of current power structures, is within the grasp of individuals seeking to make society and life opportunities equal for all.

  • Lika rätt! Ställ krav på kommunen : verktyg för alla som vill motverka diskriminering och främja mänskliga rättigheter

    Lagom till MR-dagarna utkommer “Lika rätt! Ställ krav på kommunen. Om verktyg för att motverka diskriminering och främja mänskliga rättigheter” en skrift av juristen Paul Lappalainen, som också är styrelseledamot i Unesco LUCS.

    Boken ges ut av Unesco LUCS och Mångkulturellt centrum i samarbete.

    Åtgärder mot diskriminering bör fokusera på att förhindra ett beteende (diskriminering) snarare än att som idag mest handla om attitydpåverkan, menar Paul Lappalainen, jurist, utredare och före detta lokalpolitiker, i boken. Lagar och bestämmelser bör helt enkelt göra det dyrt att diskriminera. Och vad gäller människors attityder: ett av de bästa sätten att påverka dessa på djupet är att påverka beteenden.

    Skriften har två målgrupper. Framför allt vänder den sig till civilsamhället med information, motivation och handlingsförslag. Den riktar sig även till myndigheter och makthavare för att visa på betydelsen av att dessa engagerar sig på allvar i ett aktivt antidiskrimineringsarbete. Det finns en mängd olika sätt som lokala beslutsfattare kan agera för att främja lika rättigheter och möjligheter och motverka diskriminering och därmed förstärka demokratin och de mänskliga rättigheterna.
