About me

I have been an associated professor at the Department of Political Science at Stockholm University since 1994. I took my Ph. D. at the same university in 1986, and during 1996-2001 I was an associated professor at the European Institute of Public Administration in Maastricht.

Other assignments

1975-1983 Contributions on a regular basis (articles, reports, reviews, analyses, etc.) to Administrations Tema, a government publication for civil servants.

1979-1980 Deputy Secretary in the government commission on the reorganization of the boards and agencies working with energy issues.

1984 Assignment for the Energy Board reporting on the subject of administrative relocation and decentralization of energy systems.

1985-1986 Assignment for the government commission on constitutional reform focusing on the problems of MPs.

1986-1987 Expert on the government commission on historical research of the Swedish Cabinet and its Chancery.

1990-1991 Assignment for the Energy Research Board: a study of the rise and fall of the Energy Research Board.

1991-1993 Expert on the government commission on Swedish constitutional reform with a view to applying for membership in the European Community.

1993-1994 Assignment for the government commission on constitutional reform of citizens' freedoms and rights.

1994-1995 Assignment for the Agency of Administrative Development to write a reader in English about the Swedish Central Government.

1995 Assignment for the Swedish National Audit Office: to do an evaluation of the extent to which the Swedish parliament utilizes reports on the efficiency of the Swedish national authorities produced by the National Audit Office.

1995 Expert in the government commission on Policy-making in the field of Energy.

1995-1997 Principal secretary in the government commission on evaluating the organization and function of the Swedish public administration.

1998-2000 Expert in a reference group to the government commission on evaluating regional reform in Sweden.

1999-2000 Chairman of a jury in the European Commission recruiting assistant interpreters 1999-2000

Teaching

I have been lecturing at the University of Stockholm on a regular basis since 1975. Most of the courses have been on the undergraduate and graduate levels. I have also taught qualitative methodology at the Ph.D. level. About half of the lectures have been at the Department of Political Science and the other ones mainly at the Departments of Business Administration, Sociology and Linguistics.

Lecturing has been in the field of Political Institution and Politics, Legitimacy and legitimacy building in political systems EU institutions, Judicalisation, Public Administration and Public Policy, Intermediate level of Government, Comparative Government and Research Method, both on the graduate and undergraduate levels.

I have experience of many types of teaching techniques, also in English, from small group seminars to lectures before several hundreds of students. He has also been involved in teaching case-courses.

I have also given several lectures at different central government agencies at home and abroad in their training programs, and at other academic institutions with a more specialized education program structure.

Research

Torbjörn Larsson's research interests are:

  • the role and function of EU committees;
  • the role perception of national civil servants in European and international organisations;
  • the problems and possibilities with asymmetric governments.
