Research project PLC water hosting

Pollution Load Compilations (PLC), have been an integral part of The Baltic Marine Environment Protection Commission (HELCOM) assessments since 1987, focusing on assessments of inputs of nutrients and selected hazardous substances.

Baltic Nest Institute is hosting the PLC water data base and is maintaining and developing user interfaces to upload and download data to the data base.

Baltic Nest Institute is responsible for rendering the following services:

1.    Provide hosting of the PLC database including the following:

  • Remote database access for the PLC data manager(s);
  • Access for national data reporters and assurers through the web-interface for uploading, verification and insertion of national data as well as downloading and viewing of data;
  • Access for the general public to the data in accordance with the decision of HELCOM PRESSURE WG;
  • Continuous backup of database;
  • Provide high security environment (firewalls, user profiles management, etc.);
  • Provide the necessary computer facilities.


2.    Provide maintenance of the PLC-Water data handling system components (PLC database and associated software, e.g. PLC reporting web application, PLC database web interface etc) including:

  • Modification of the PLC-Water data handling system components to correct discovered problems;
  • Modification of the PLC-Water data handling system components to keep it up-to-date with PLC Guidelines and user needs to the extent reasonable given the budget of the contract.  


3.    Provide documentation and reporting including:

  • Immediate posting information of minor changes and updates on the web page of the PLC reporting web application;
  • A written description of major changes and updates to the HELCOM Secretariat within 30 days after the changes have been made;
  • A final report on the contract summarizing all the carried out activities and containing suggestions for maintenance services in the next years.
