How has democracy worked in South Korea since the revision of the Constitution in 1987 introducing direct elections of the president? This complex issue is analyzed on the basis of the state of human rights. Relevant criteria of democratic consolidation form the theoretical framework. The basis of evaluation is the 1948 UN Declaration of Human Rights and the 1987 Constitution. Legislation and human rights institutions, their impact on inter-Korean relations with respect to the state of human rights, and specific human rights issues are included.
